Today, the role of knowledge-based companies has grown as one of the key pillars of the resistance economy. Considering the importance of the ability, expertise, and skills of these companies, consideration of the mental, emotional, and interactive characteristics of the company is an essential precondition for the realization of the goals in the knowledge-based companies. The higher the degree of affiliation of the company to the knowledge workers, the more meaningful the concept of performance management will be. However, so far, in the field of knowledge workers' performance, it has been evaluating the performance of these categories of employees. The prevailing characteristics of performance evaluation systems can be seen as the tangent, downside, downside and low level of integrity and effectiveness of the entire system. The research is composed of two stages. With a library study and a review of the research background, an eight-stage performance management model process was extracted. In the first step, after interviewing 16 experts , using the qualitative method of the analysis, the dimensions (stages) of the performance management process of knowledge workers were analyzed. In the second step, the research was conducted using the Structural-Interpretative Modeling (ISM) approach and the use of expert judgment to design a model for the performance management process of knowledge workers in knowledgeable Based companies. The different rate of having in factors, including natural, economic, social and political factors, causes or increases regional inequality. Attention to balanced and all-embracing development approach in the provinces, reducing inhomogeneity and inequality, and creating territorial justice, policy and planning for the realization of goals that vary with regard to the structural features, facilities and constraints of each province, requires studying and recognizing the characteristics of each province according to its position in the whole country. In this research, the status of different provinces of the country in the fileds of "social, cultural and economic", "economic and productive" and "infrastructure and technology" were reviewed and compared, in terms of development and progress, by K-means as one of the Clustering Analysis methods. The results of the ranking of the province indicate different positions of the provinces. By determining the level of progress of the province at the five levels, the priorities of the provinces are determined. For example, while the province of Isfahan is classified as a developd province for its infrastructure, it is a developing province in the economic and social indicators. Or Tehran province, while it is a developed province in the infrastructural and economic indicators, it is an undeveloped province, in the social indicators, at the same time. Manuscript profile

System thinking / Operational research and systems architecture are two areas of complexity management that have been highly sought after by various scholarly scholars. Although systems architecture is considered to be the dominant approach to system thinking / operational research in dealing with complex issues, there is no theory or process for architectural creation. Architecture is the science and art of planning and constructing structures. On the other hand, soft system thinking / soft operations research and structured methods to the problem, with the aim of learning and defining the problem with the help of stakeholders, is seeking satisfactory answers. In this study, by comparing the philosophical foundations of both areas at the methodological level, we would show the usefulness of the system / system research approach in soft operations in order to create a theory for architecture / system architecture. So, in the first step, the architectural mastery / system architecture and system thinking / research in soft operation were extracted and then compared on the basis of the Hamilton logic.
