        In focused تحقیق و توسعه markets, research projects are directed furtively, and contenders know almost no about the advancement of opponents. How a firm decides to apply its working choices passes on data to market members, among these its rivals. The real options exercise technique is an essential data transmission component. Pariahs find out about the absence of activity by contenders and can fuse it into their guesses about the rivals' sort. This endeavor to gain from contenders’ activities will specifically influence the harmony exercise methodologies. In this paper we expand a model to consider finite horizon real option games under incomplete information with various parameters. In incomplete information games firms’ actions express significant information about profitability to contestants. The encapsulation of this information proposed original blocks in models with strategic interactions. This is because of circularity where best exercise decisions are based on previous decisions taken, which at a given time are quiet to be mentioned because about the dynamic programming principle. We expand an extended version of the Least Squares Monte Carlo algorithm to confront these results. The model can aid in understanding the relation between strategic optionality and information besides how this influences the best decision policy and its value results.         Policy making is a word which usually accompanies by government content. Government strategy in defending area and government plan for security is named security policy making. The goal of policy making is to accelerate or decelerate a changing movement in a part, therefore; policy makings make changes inevitably which should be managed. The mission of the present research is to design a major policy making for soft power (soft warfare) to reach national soft security. According to Joseph Nai, to face soft warfare holding soft power to obtain national soft security should consist of three main criteria; 1. Cultural attraction, 2. Internal political ideals, 3. Foreign policies of a state to own the capability of gaining “ideality” of internal system and foreign societies through attraction and not force or bribing. Vikers (2008) classifies the main elements of a soft power into; 1. Psychological, 2. Social, 3. Political, 4. Cultural, and 5. Scientific elements. According to Imam Khomeini, as he mentioned in his spiritual -political last will, fundamental criteria of soft power are as follows: 1. Cultural, spiritual, social, 2. Science and industry, 3. Economic, 4. Political and military. These criteria in soft power frame, based on the opinions of Imam Khameneyee, are also determined in four groups: 1. Cultural, 2. Scientific-Technologic, 3. Unity and National Identity, political steadiness, 4. Economic and defending. Islamic Republic of Iran Constitution stresses on four powers of; 1. Cultural, 2. Social, 3. Political (domestic& foreign), 4. Economic, to create a soft power and deems them as the main principle for the state development. In the proposed four-dimensional model of this paper, the main criteria for structure of resource of soft power regarding to providing soft security and preventing soft war, includes: Cultural- Social, 2. Scientific-Technological, 3. Political (domestic & foreign), 4. Economic. The following actions have been performed to examine the proposed model: Considering the four resources of soft power and their priority comparing with each other through Delphi and AHP methods Considering the parameters of four resources of soft power and national soft security as well as their priority and abbreviating them through Delphi and AHP methods Measuring the relation of evaluated parameters with indices of national soft security through AHP The relation of permanence and validity and accuracy of answers by Pierson impetus indices Findings of the study reveal that: 1. The main priority of soft power resources is cultural-social soft power, which gained the most marks. 2. The second priority of soft power resources is scientific-technological soft power, which is deemed as the second resource to provide soft power. 3. The third resource in the measurements is political (domestic & foreign) resource. 4. The weakest resource in soft power resources is economic resource. Ideal Model: 3. One-dimensional model “Cultural-Social” 4. The cultural-social resource is the one-dimensional producer of soft power for national soft security which can provide a short-term effect solely. 5. Two-Dimensional model “Cultural-Social” & “Scientific-Technologic” 6. This model enjoys a more strength and effect on production of national soft security. 7. Three-Dimensional model “Cultural-Social” & “Scientific-Technologic”& “Political (domestic & foreign)” 1. Four-Dimensional model “Cultural-Social” & “Scientific-Technologic”& “Political (domestic & foreign)” & “Economic” 2. This model is complete and comprehensive for policy making of effective resources to remove threats and soft war and develops national soft power and makes use of the highest capacities of existing state soft power. Policy Intelligence is referred to a kind of information system which collects data and information from different social fields and after processing these materials, present them to policy makers in form of appropriate decision making packages. This article at first reviews E-Government and its place in our era. Then by pointing that implementing E-Government paradigm needs to using modern instruments and models, we will present Policy Intelligence model by considering the major fields of Iran's public administration.         the present study aimed to investigate the effect of employee empowerment on knowledge sharing in Post and Telecommunication Company in Shiraz city. The statistical population consists of 210 people of all employees working in the PTC of Shiraz city. The sample size was determined 132 people according to Morgan table. Since this research discovers new facts and gives immediate answer to a question, it can be classified as an applied research by purpose. In addition, the Methodology approach to research is of descriptive-survey type that a standard questionnaire which its reliability was confirmed by Cronbach's alpha coefficient (0.799) was used to collect the date.         The main objective of this research was to identify the dimensions and components and provide a model for assessing the implementation of human resources development policies of the Government of the Islamic Republic of Iran.The research was descriptive in terms of the type of hybrid, and in terms of approach, it was inductive. The research data included documents, documents and the results of interviews with 12 people, and a questionnaire was presented in three stages using Delphi's ethodology. A total of 20 academic and executive experts were selected through purposeful sampling. Qualitative data collection was used to examine relevant documents and literature, and a deep semi-structured interview tool. The research questions were analyzed using Attride and Sterling theme analysis technique Based on this, four main themes (15 themes) were arranged (later) from 89 themes (components) related to the model for evaluating the implementation of human resources development policies of the Government of the Islamic Republic of Iran. To validate the extraction factors Of the three stages of Delphi, 76 of the components were confirmed and 13 of them were rejected Two cases were added to the experts' opinion. The model was evaluated using SmartPLS2 software and after correction and removal of 14 other questions, the model was fitted and confirmed.         Investment is one of the important components of the production function of the most economical country, and this is one of the main reasons for the economic development of each country. In the general case, the investment is divided into internal and external divisions, which domestic investment include public investment and private investment. Considering the role and place of trade, growth and investment, the nonlinear relationship between public and private investment is expanded in this research, and then the interaction between public investment, private investment and foreign direct investment in 45 OIC countries is analyzed. Therefore, the factors influencing the country's economic growth including public investment, private investment, foreign direct investment, and the degree of trade openness have been reviewed during the period (1997-1997). The method used in this research is the static panel data method in the form of Generalized method of moments (GMM).The results indicate that public investment, private investment, foreign direct investment, the degree of trade openness, and the population growth have been effective and meaningful in improving the country's economic growth, and is estimated at a level of 0.507%.         This paper examines the co-ordination of pricing and advertisement decisions in a bi-level supply chain. The game theory approach is used to model the pricing, the size of the economic order, the retail sales and constructive sales decisions. Three game scenarios are designed based on the model of the newspaper sales man: 1) The Stackelberg game where the manufacturer of the leading role and retailer as a follower, 2) the Nash game where the manufacturer and retailer have the same market power and 3) Full cooperation game where the manufacturer and retailer take the best decisions. In cooperative situation, we will impose an increase in the cost of advertising on the chain rather than a decentralized chain, but it leads to increased profits and increased customer satisfaction, which means a win-win decision-making system for the supply chain managers and customers.         Investment management in life insurance is very important because of its specific features. Unlike other insurance policies, life insurance is long-term and focused mainly on return on investment. Also, due to the 85% participation of insurers in the surplus of interest, the surplus in a period has little income for the insurance company,but the insurance company has a guaranteed return on the deficit. In addition, high return is one of the main factors of insurance companies competition in marketing. Also, insurance companies need to make sure they have enough liquidity to fulfill their obligations. Despite the fundamental differences between life insurance and property and liability insurance, No 60 Central Insurance Regulations do not differentiate between the investment of the above insurance reserves. In this study, we designed a portfolio optimization model for life insurance investments. Accordingly, the Markov Switching Vector Auto Regressive based on ideal optimization with contrasting goals set with the actual performance of the company. Optimization has been made in the portfolio of life insurance based on Moalem Insurance Company from 2012 to 2016. Investment weights have been implemented by simulating the Markov Switching VAR model with optimization objectives including maximizing insurance returns, minimizing shortfall, maximizing policyholder returns and minimizing liquidity shortages. Based on the results, the ideal planning optimization model produces more returns than the actual returns of the insurance and performs better in other objectives. As a result, this approach can be used to optimize life insurance investment portfolios in insurance companies. Manuscript profile

        This paper is based on a perspective view of the potential of the impact of emerging technologies such as the IoT on developing countries, and, by understanding the challenges of the IoT in Iran, presents a pattern of internet of Things policies in the country. The essence of the present research is exploratory descriptive. In the process of data analysis, the present study utilizes methods of library studies and semi-structured interviews. The method of thematic analysis is the main method of this research. Interviews were analyzed in 548 basic themes, 56 organizing themes, and 13 comprehensive themes. Finally, the themes were formulated as IoT policies in Iran. Among the most important of these policies are the establishment and strengthening of IoT policy bodies with legal competencies for the sustainable development of IoT;to provide a platform for the production of integrated and extensive applications by creative groups based on government oversight and support;localization of IoT in accordance with Iranian Islamic culture for its acceptance and development of internal laws and standards of IoT in line with international standards and active supervision.         Due to the complexity of science, technology and innovation system, policymakers and decision-makers are concerned by designing a comprehensive model for policy making in this field. Therefore, it is essential to understand and extract relationships of science, technology and innovation policy indices. The purpose of this research is to identify and establish the link between indices in the form of regional innovation system. For this purpose, in the first step, using the review of the literature of research as well as the use of experts' opinions, the most important dimensions of the model of policymaking of science, technology and innovation were identified. Then, in the next step, interpretive structural modeling technique was used to communicate and sequence between the main dimensions and presenting the relational model. According to the results, 56 indicators in eight main dimensions were ranked in five levels. With the validation of the model, using structural equation modeling, it was determined that the two dimensions of the institutions and resources of science and technology are the basic foundations of science, technology and innovation policy in the special field of science and technology in Yazd province that the policymaking process is practically from these two dimensions of the beginning gets.         The subject of pricing in the oil market has undergone changes as the market evolves over time. Today, PRA reporting to private institutions that disseminate information, and especially prices in the world oil market, play an important role in determining the price of oil in the physical and paper markets. Concerns over the activities of these institutions have led to the formation of oversight bodies. However, the question remains as to what is the appropriate model for the interaction of price reporting institutions and supervisory bodies in a way that results in a more efficient oil pricing mechanism. The purpose of the present study is to review the theoretical foundations of the activities of price reporting institutions and supervisory institutions, using a data-base theory and using the opinions of experts in global oil markets, to provide a model for the relationship of these actors. Following the implementation of the foundation's data strategy, 60 concepts were constructed, categorized into 7 sub-categories and 4 main ones. Methodology: The method used in the research is a mixed-method and a combination of quantitative and qualitative methods. The qualitative part is done using "Grounded theory" and the quantitative part is done using "structural equation modeling". Necessary data were collected through interviews with academic experts, managers, and consultants of small and medium industries in city rasht. The tool for collecting information in the qualitative section is semi-structured interviews. The text analysis of the interviews was performed in three stages of open, axial, and selective coding. And In a quantitative part, Using a researcher-made questionnaire, Its validity and reliability were examined. Finding: Using the codes extracted from the text of the interviews and extracting the codes using the software maxqda 18; Number 353 open coding 28 axial coding, and finally 9 selective coding were extracted. Among these, the dimensions of the land of talent, the land of the market, the land of professional management, the land of finance and investment (central phenomenon), the land of innovation, the land of professional policymaking, the land of democracy, the land of social development and the land of expectations were identified as causal conditions.
