        Policy making is a word which usually accompanies by government content. Government strategy in defending area and government plan for security is named security policy making. The goal of policy making is to accelerate or decelerate a changing movement in a part, therefore; policy makings make changes inevitably which should be managed. The mission of the present research is to design a major policy making for soft power (soft warfare) to reach national soft security. According to Joseph Nai, to face soft warfare holding soft power to obtain national soft security should consist of three main criteria; 1. Cultural attraction, 2. Internal political ideals, 3. Foreign policies of a state to own the capability of gaining “ideality” of internal system and foreign societies through attraction and not force or bribing. Vikers (2008) classifies the main elements of a soft power into; 1. Psychological, 2. Social, 3. Political, 4. Cultural, and 5. Scientific elements. According to Imam Khomeini, as he mentioned in his spiritual -political last will, fundamental criteria of soft power are as follows: 1. Cultural, spiritual, social, 2. Science and industry, 3. Economic, 4. Political and military. These criteria in soft power frame, based on the opinions of Imam Khameneyee, are also determined in four groups: 1. Cultural, 2. Scientific-Technologic, 3. Unity and National Identity, political steadiness, 4. Economic and defending. Islamic Republic of Iran Constitution stresses on four powers of; 1. Cultural, 2. Social, 3. Political (domestic& foreign), 4. Economic, to create a soft power and deems them as the main principle for the state development. In the proposed four-dimensional model of this paper, the main criteria for structure of resource of soft power regarding to providing soft security and preventing soft war, includes: Cultural- Social, 2. Scientific-Technological, 3. Political (domestic & foreign), 4. Economic. The following actions have been performed to examine the proposed model: Considering the four resources of soft power and their priority comparing with each other through Delphi and AHP methods Considering the parameters of four resources of soft power and national soft security as well as their priority and abbreviating them through Delphi and AHP methods Measuring the relation of evaluated parameters with indices of national soft security through AHP The relation of permanence and validity and accuracy of answers by Pierson impetus indices Findings of the study reveal that: 1. The main priority of soft power resources is cultural-social soft power, which gained the most marks. 2. The second priority of soft power resources is scientific-technological soft power, which is deemed as the second resource to provide soft power. 3. The third resource in the measurements is political (domestic & foreign) resource. 4. The weakest resource in soft power resources is economic resource. Ideal Model: 3. One-dimensional model “Cultural-Social” 4. The cultural-social resource is the one-dimensional producer of soft power for national soft security which can provide a short-term effect solely. 5. Two-Dimensional model “Cultural-Social” & “Scientific-Technologic” 6. This model enjoys a more strength and effect on production of national soft security. 7. Three-Dimensional model “Cultural-Social” & “Scientific-Technologic”& “Political (domestic & foreign)” 1. Four-Dimensional model “Cultural-Social” & “Scientific-Technologic”& “Political (domestic & foreign)” & “Economic” 2. This model is complete and comprehensive for policy making of effective resources to remove threats and soft war and develops national soft power and makes use of the highest capacities of existing state soft power.         This research aims to investigate cultural intelligence in Tehran that includes many different cultures. With increasing number of immigrants having varying norms and cultural values, urban managers, who are planers and handlers of a city, need to recognize and boost cultural intelligence in order to have a better interact with citizens and even their staff having different cultures. being and environment that deals with different cultures makes urban managers obtain the skills of cultural intelligence .by expansion of cities and an increase in immigrations, societies are changed to a mixture of religious and racial cultures and sub cultures. In a metropolis like Tehran, due to different cultures of citizens urban managers must be able to interact effectively in this multi-cultural city to satisfy people. in this research for the analysis of the gathered data from questionnaires, descriptive and deductive statistics methods are used, and the survey of relation s ships between research variables is done by employing structural equation modeling. Regarding the statistical results from R software, the most effective dimensions on cultural intelligence consequently are: cognitive, behavioral, metacognitive and motivational. The most powerful index is motivational dimension and the weakest index is cognitive dimension. Behavioral and cognitive dimension have a similar performance in relation to cultural intelligence. Paradigm shifts originate from the change of 9 fold paradigm components (Theology, ontology, anthropology, epistemology, axiology, methodology, deontology, practicism, eventualism). Paradigm shifts are among the most important methods of making fundamental changes in the society. These changes take place in “Background”, “Contents”, and “structure” of the mind. Thus by subtilization and manipulation of " Management of Mind Change “ and using soft tools and soft technology, it is possible to humanize, socialize, civilize, systemize, globalize and lead mankind and societies to desired objectives. In other words, the world is constantly giving birth to new mentalities and interactions; confrontations and dispute of conceptual models in the concrete world. Research methodology and Findings: In this study with the presentation of globalization in modernism and a comparative study of postmodern and divine globalization, the portrait of a postmodern and divine man is extracted in humanist and divine paradigms and it is contemplated and judged by scholars. The type of qualitative research is based on analytical-descriptive study with using comparative text examination and post analysis of collected data libraries. The final result of the study is that mental imperialism attempts to change the constituents of the paradigm overwhelming the mentalities of the target societyin Kurt Lewin’s three step transformation process “Unfreezing-transition-freezing” and comparing it with Dusterandobill’s model (1997) in which the beginning chain of this processis triggering stream of consciousness in minds of scientists, strategists, professors and intellectuals of the subject society Conclusion: According to Imam Ali (AS) in sermon 27 of the noble NahjulBalagahe “No one will be degraded and despicable unless one who has fought against the foe in his homeland” and also based on Imam Khomeini’s order regarding the exportion of “spirituality & revolution” instead of mere defense in homeland, the necessity of soft invasion, adaption of the universal doctrine for soft war in mental peculiarities in enemy’s land in order to prepare the global atmosphere for the emersion of the world’s savior (Aj) has appeared so as to prevent the intrusion of “humanist anti-values” in the public mentality of divine societies and to stop the gradual transition of mental, cultural, values, identity, philosophical, behavioral, and structural models of the Islamic societies in order for the free people of the world such as Muslims and Islamic society not to be compromised by the cultural invasion of the hegemonic system. . In the today competitive environment, organizations try to imitate innovation from competitors, so innovation and continuous improvement is necessary for success of organizations, therefore strategic innovation is an important issue. Strategic innovation is about creation of new markets and leaps in customer value and reshaping the existing markets to achieve value improvements for customers. In response to this challenge, it should be noted that change management is a difficult task. Most of organizational changes fail. Lack of personnel’s agreement with the change and their resistance are among the most important factors that cause the failure of organizational change. Objective: The objective of this study was to evaluate the effect of two factors of cultural intelligence of managers and transformational leadership style on employees' resistance to change. Methodology: The population of this research includes managers and employees of Jam Petrochemical Company (Iran). The sample consisted of 260 employees and 60 managers of various units of the company. Data were collected using the tool of questionnaire. To analyze the data SMART PLS structural equation modeling software was used. Results: The findings of this study show that cultural intelligence of managers both directly and through transformational leadership style has a positive and significant impact on the resistance to change and also the transformational leadership style has a positive and significant impact on the resistance to change.         This paper has aimed to identify and prioritize the indicators or factors of knowledge-based soft technologies in case study .Computer games industry is a subset of the creative industries, wich can be effective in accelerating the development of Resistance Economy.Because the creative industries don’t require material or machinery and they use mining mind so cann’t be sanctioned.This paper probes for a comprehensive conceptual framework with an exploratory study and comparative to identify the most important factors which form the background to achieve knowledge-based soft technologies factors and classification of factors on the basis of the characteristics of each component/factor variable within a Tri-Category conceptual framework.With combination of variables and generation of the three dimensions of context,structure,content,the conceptual framework of this study was developed.The proposed conceptual framework was developed with three rounds of Delphi method by collecting data of 22 experts,and model validation study was presented at the end.Base on the finding,48 indicators that affect on computer games industries were founded.So,14 indicators for contextual part ,20 indicators for structur part and 14 indicators for content part were identified.Also,analysis of expert option with Friman test,Showed that content factors(soft technology),the first and the top rated,structure factor(knowledge-based)and contextual factors (technological industry) were ranked second and third in priorities of panel members.         The main purpose of this research was to explore the effect of total quality management’ (TQM) components on the job performance of the employees considering the moderating effect of personal factors in teacher education universities of Iran. This study was conducted using correlational research method. Its statistical population consisted of all the staff employees working in the teacher education universities situated in 32 provinces of Iran (n=2553). Using Kerjesi-Morgan table and random cluster sampling method, a sample of 335 subjects was selected. Data collection was done using four questionnaires including TQM’s questionnaire developed by US Federal Quality Institute, Paterson’s (2000) job performance questionnaire and two self-designed questionnaires on the personal knowledge and skill factors which were checked and confirmed by the respective experts and practitioners in terms of their validity. Estimated using Cronbach’s alpha, the reliability of four questionnaires was found to be 0.97, 0.92, 0.95 and 0.74, respectively. As per the results, there was a statistically significant relationship between the components of customer focus, employee empowerment and teamwork, quality analysis, quality assurance and quality improvement and the job performance with the moderating effect of personal knowledge (P<0.01). Furthermore, considering the skill as the moderator variable, a statistically significant relationship was observed between the top management support and leadership, strategic planning, customer focus, quality assurance and quality improvement and the job performance of the employees in question(P<0.01). ). It is suggested that Teacher Training Universities apply Total Quality Management to improve job performance of their staff, where organizational culture and organizational support play a key role.         To achieve the goals, a hybrid research strategy has been used in this research. In qualitative research, 16 factors affecting the behavior of individual investors (availability, limited attention, self atribution, anchoring point, over confidence, gambler's fallacy, loss aversion, increasing risk appetite, justification, optimism, regret aversion , time horizon, control center, tolerance of ambiguity, confident- anxious, careful-impetuous) which was obtained through the method of analyzing the content of semi-structured interviews of capital market experts, which were based on the construction of a researcher-made questionnaire. In the quantitative section, the final model of decision-making behavior of the individual investors was extracted using structural equations and fitted out. In the capital market of Iran, the model of the behavior of individual investors begins with cultural factors. In other words, the underlying factor in the behavior of investors is the factor of culture. The theory that emotional biases are prior to cognitive biases is not confirmed in this research.         Regarding the significance of culture and cultural and art organizations in the community cultural growth, and according to the leadership signifiacnce in the organizations, the present research is conducted to determine and rank effective leadership components in cultural and art organizations through an Iranian Islamic approach using fuzzy Delphi method. Research statistical population included managers of cultural organizations, cultural experienced management professors, as well as culture experts. 22 research samples were selected using purposeful snowball sampling method. Following literature review and research background and interviewing some experts, 22 components were identified and exposed to the experts through a questionnaire. All 22 components were verified through fuzzy Delphi method. Research results show that leadership components of insight, ethics orientation, religion orientation, tolerance, self-control, dependability, inspiring, refinement, seeking excellence, and finally growth and empowerment are ranked in order. This behavior must be institutionalized within the heart of that organization's culture. This research is an applied and descriptive correlation study. The statistical population of this study is small and medium enterprise managers in Sanandaj, with the names of small and medium enterprises with 120 companies being announced by Sanandaj industrial partners. Based on the number of companies and the use of the Morgan table, 92 of the owners of these small and medium enterprise were randomly selected. In this study, the questionnaire was used to collect information. After completing the questionnaires, the collected data were analyzed using SPSS software in two descriptive and inferential fields. The results show that organizational culture is related to entrepreneurial behaviors. However, managers of these businesses gave the most value to the fundamental values among the dimensions of organizational culture and also aimed at reversing the relationship with entrepreneurial behaviors.         The main objective of this research is to investigate the relationship between knowledge management and organizational culture with the mediating role of empowerment staff in Andimeshk city. This research is a descriptive-correlational one in terms of the purpose of applied research and in terms of information gathering, field survey. The statistical population of this study is all managers and deputies of girls and boys in elementary, first, middle and upper secondary schools The second is in Andimeshk city in the academic year 1398-1399, whose number is 196 people. Accordingly, from among the statistical community, 130 school administrators and assistants were selected through stratified sampling method, using a logarithmic chart. Of these, 110 completed questionnaires were completed and finally analyzed. Three standardized questionnaires were prepared to collect data. Validity of the questionnaires was verified as a standard according to the supervisor's opinion. Also, the reliability of the questionnaire was calculated using the Kronbach's alpha method. Knowledge management questionnaire was used with Kronbach's alpha coefficient of 0.74, standardized Robbins organizational culture questionnaire with coefficient of 0.88 and Spreader empowerment questionnaire with a coefficient of 0.78 It turned out. The results of the single-sample Kolmogorov-Smirnov test were used to examine the normality of the scores of the main variables of the research (path analysis) to determine the direct causality of the variables, as well as the Pearson correlation coefficient and multivariate regression that were analyzed using AMOS18 and SPSS23 software. Finally, the results showed that there is a direct and significant relationship between knowledge management components and organizational culture and knowledge management with organizational empowerment and organizational culture.         In the age of knowledge economy, today's organizations need knowledge management more than ever. Given the increasing development of information and communication technology and assessments in this field, the maturity of knowledge management in many organizations is imperative and affects the future performance of the organization. Cultural Municipality of Tehran is one of the most capable organizations for knowledge management maturity. This research was a qualitative study in the cultural organization of Tehran Municipality. The statistical population consisted of experts who had reached theoretical saturation through 15 interviews with purposeful sampling. The researcher has achieved the knowledge management maturity model by using data base method and triple coding. The results showed that causal conditions (including organizational culture of knowledge sharing, having technology infrastructure, long-term investment, having a knowledge management roadmap), contextual conditions (including senior management support, organization life cycle, dispersion and multiplication of organization centers, and Expert manpower), interventionist conditions (including the role of sovereignty, intellectual property rights and competitors) affect strategies (including human resource empowerment, knowledge-based organization, implementation of knowledge management strategy, re-design of reward system and redesign).         Innovation is the key to economic development; Therefore, consideration of processes and policies that support innovation should be considered. The purpose of this study is to investigate innovative policies, attitudes and behaviors, considering the changes in the market and technology in knowledge-based companies, technology and growth centers. The research is applied in terms of purpose, descriptive-survey in terms of nature and method. To test the hypotheses, a 78-item questionnaire according to the 5-point Likert scale was used. The statistical population of the study is 600 people employed in more than 180 knowledge-based companies, technology and service growth centers located in the Science and Technology Park of Hamadan province. The sample size is 234 people who have been selected based on Krejcie and Morgan table and one questionnaire has been analyzed from each company. Using Spss software, Cronbach's alpha coefficient was calculated and confirmatory factor analysis was used to evaluate the validity of the structure using Lisrel software. In order to analyze the findings, the path analysis model was used and for the analysis of the mediating variable, the Sobel test was used and for the analysis of the moderator variable, the modified multiple regression test method was used. The results showed that the values supporting innovation, innovative behaviors and innovation norms can have a direct and indirect positive and significant effect on the agility and performance of the company. The results of the mustard test and the adjusted multiple regression test (moderator) indicated that the company's agility plays the role of the mediator variable and technology and market turbulence the role of the moderator variable in the relationship between other variables.
