        One of the concepts that are presented in most of areas is sustainable management where human, social and environmental aspects are considered besides of economical impacts. One of the social aspects is agility of relief operations in emergency situations. To achieve agile management in such circumstances, a generalized model of the capacitated covering tour problem with the possibility of direct aid to the affected areas with hard time windows is provided in this study. The injured areas might be covered by relief centers or can be operated by a direct relief from the central station by special vehicles. To improve the model and management the time, constraints of hard time windows have been added to the model. This would prioritize the management of relief operations in injured areas due to the severity of the damage on them. The purpose of this study is to determine the optimal set of established relief centers, distribute rescue teams and relief aid from the central station of the bases, and also deploy relief teams to the disaster that is not covered by any relief center in optimized cost and time. A mixed integer programming model is developed and a genetic algorithm is proposed to solve the model in large and medium instances. The results of numerical examples confirm the validity and effectiveness of the genetic algorithm. Manuscript profile

        The sense of separation and alienation from government agencies and citizens believe that the authorities and government agencies in their self-interest and the distance people are looking. A government agency can not be judged solely on the basis of good service, but the organization must take responsibility-political, environmental and social good. Government agencies have recently started a new generation of reforms that the general rule is named. This article, based on a qualitative study using data from the Foundation's strategy to study the factors influencing the formation of public governance in the province's public agencies.         One of the key success factors of supply chain management (SCM) is inter-organizational relations controlling and coordination. Investigation on the literature shows that there is a gap in theoretical foundation for illustrating this kind of interactions. One of its solution is using of theories in other fields which are conformable in SCM. In this research four inter-organizational theories (Principal- Agent Theories, transaction cost analysis; the network theory; and the resource-based view) based on the literature are considered. The aim is determine their importance and preference upon proper theory evaluation criteria for development theoretical foundation of SCM according to this research. The research was descriptive-survey based on the experts’ viewpoint with the use of Fuzzy Analytical Hierarchy Process (FAHP). As a result, “reality” and “logical consistency” have the upset weight for the theories’ evaluation.         Along with development in management literature, several solutions have been introduced to improve the effectiveness of organizations. Knowledge management as one of these solutions has been widely considered and using it, as a new method, is one of the organization’s necessities. But firstly this point should be mentioned that prior to the current development of knowledge management literature, knowledge management existed in organizations in traditional ways for years and should be considered in any new development in this field. Secondly, it has been observed that sometimes knowledge management new solutions are considered independent from their roles in organization effectiveness and KM comprehensive systems are recommended by management consultants as a definite effectiveness promotion solution. This article reflects the results of a research that has been conducted with two main goals, in organizations with small size and low technology level.         Policy making is a word which usually accompanies by government content. Government strategy in defending area and government plan for security is named security policy making. The goal of policy making is to accelerate or decelerate a changing movement in a part, therefore; policy makings make changes inevitably which should be managed. The mission of the present research is to design a major policy making for soft power (soft warfare) to reach national soft security. According to Joseph Nai, to face soft warfare holding soft power to obtain national soft security should consist of three main criteria; 1. Cultural attraction, 2. Internal political ideals, 3. Foreign policies of a state to own the capability of gaining “ideality” of internal system and foreign societies through attraction and not force or bribing. Vikers (2008) classifies the main elements of a soft power into; 1. Psychological, 2. Social, 3. Political, 4. Cultural, and 5. Scientific elements. According to Imam Khomeini, as he mentioned in his spiritual -political last will, fundamental criteria of soft power are as follows: 1. Cultural, spiritual, social, 2. Science and industry, 3. Economic, 4. Political and military. These criteria in soft power frame, based on the opinions of Imam Khameneyee, are also determined in four groups: 1. Cultural, 2. Scientific-Technologic, 3. Unity and National Identity, political steadiness, 4. Economic and defending. Islamic Republic of Iran Constitution stresses on four powers of; 1. Cultural, 2. Social, 3. Political (domestic& foreign), 4. Economic, to create a soft power and deems them as the main principle for the state development. In the proposed four-dimensional model of this paper, the main criteria for structure of resource of soft power regarding to providing soft security and preventing soft war, includes: Cultural- Social, 2. Scientific-Technological, 3. Political (domestic & foreign), 4. Economic. The following actions have been performed to examine the proposed model: Considering the four resources of soft power and their priority comparing with each other through Delphi and AHP methods Considering the parameters of four resources of soft power and national soft security as well as their priority and abbreviating them through Delphi and AHP methods Measuring the relation of evaluated parameters with indices of national soft security through AHP The relation of permanence and validity and accuracy of answers by Pierson impetus indices Findings of the study reveal that: 1. The main priority of soft power resources is cultural-social soft power, which gained the most marks. 2. The second priority of soft power resources is scientific-technological soft power, which is deemed as the second resource to provide soft power. 3. The third resource in the measurements is political (domestic & foreign) resource. 4. The weakest resource in soft power resources is economic resource. Ideal Model: 3. One-dimensional model “Cultural-Social” 4. The cultural-social resource is the one-dimensional producer of soft power for national soft security which can provide a short-term effect solely. 5. Two-Dimensional model “Cultural-Social” & “Scientific-Technologic” 6. This model enjoys a more strength and effect on production of national soft security. 7. Three-Dimensional model “Cultural-Social” & “Scientific-Technologic”& “Political (domestic & foreign)” 1. Four-Dimensional model “Cultural-Social” & “Scientific-Technologic”& “Political (domestic & foreign)” & “Economic” 2. This model is complete and comprehensive for policy making of effective resources to remove threats and soft war and develops national soft power and makes use of the highest capacities of existing state soft power. Choosing more effective projects and allocating resource optimally is part of strategic decisions in an organization which requires the judgment of specialists in evaluation process. In many cases, judgments of decision makers in evaluation have some uncertainty. Methods which take into account the ambiguity in human judgments accurately would be very desirable. The aim of this research is to propose a suitable approach for evaluation development projects and finally select the most suitable ones, based on qualitative and quantitative indices.         Technology holder countries and organizations seek to sell their technology to less developed ones to achieve profits. Selection appropriate technology transfer (TT) methods may play significant role in obtaining TT projects. Due to the diverse experiences persistent to the field of TT in Iranian Powerhouse Industry, it seems necessary to prioritize appropriate TT methods in order to increase successful and decline failure contingency of future projects. In this investigation, a three phased model including clustering TT methods, prioritizing clusters, and ranking elements in each cluster has been proposed to select appropriate methods of TT. Fuzzy Analytical Hierarchy Process (FAHP) has been utilized to analyze the gathered data of distributed questionnaire among 30 experts. In order to evaluate validity of obtained results once the TT methods have been prioritized by Fuzzy Technique for Order of Preference by Similarity to Ideal Solution (FTOPSIS) method.         The purpose of this study is to present an integrated framework for assessment and ranking of 23 Iranian industrial sectors, based on several productivity indicators during the years 80 to 85. The integrated approach of this study is based on "principal component analysis" (PCA).The validity of the model is verified and validated by numerical "taxonomy". Furthermore, the non- parametric correlation methods, namely, Kendall-Tau correlation experiments shows high level of correlation between the findings of PCA and “taxonomy” and the approach of this study may be used to assess the importance of each of the selected indicators for industrial units of interest. It is observed that the sectors: "Coke, refined petroleum products" (code 23), " Chemicals and chemical products"(code 24), and " Basic metals" (code 27), have the three top grades in the ranking while the sectors:" Wearing apparel, fur" (code 18), "Textiles" (code 17) and "Furniture, manufacturing" (code 36) have the weakest grades in the ranking. Furthermore, the most important productivity indicators are: Value added to salaries and wages- value added per employee-value added to energy cost- production value per employee-production value to salaries and wages and value added to total input.         Employees are critical factors for organization survival Therefore, empowering of them can play an important role in increasing the competitiveness of organizations. Studies show that five dimensions are effective in empowering which includes: "work meaning", "competence", "self-determination", "impact" and "trust". Knowledge management is one of the issues connected to human resource management and employee empowerment and various tools are used in processes related to knowledge management in organizations. The aim of this study is evaluation of knowledge management tools in employee empowerment. Therefore, seven knowledge management tools were selected by asking experts’ point of views. The statistical population of this study was considered the Knowledge-based companies located in science and technology parks and ultimately 43 questionnaires were studied. In this study Fuzzy AHP were used in order to ranking of seven tools of knowledge management. First, Indexes of cultural, economic, social, political, scientific, and fiscal, in comprehensive 2100 indexes were identified. After analysis, 1178 indexes was extracted, then these indexes were classified in 20 categories and among these indexes 313 indexes were considered based on analysis focusing on meaning. Finally, using focus groups of indices based on related to wisdom axial, 40 indexes identified and ranked based on the frequency of each one.Wisdom axial consisting of three layers including a wise man, a wise organization and a wise community.It seems that the findings of this study can be used as a powerful means, to measuring the Wisdom axial in Science and Technology sectors in respect to Iran Vision Plan.         Developing a roadmap for an organization creates a clear path to a series of goals and visions for the future. Organizations use roadmap as a tool for variety of strategic objectives and the reason of this, is the diversity of approaches and techniques in this field. Roadmap helps companies, industries and organizations to map what they need to do to succeed in the future. Planning for supply appropriate human resources for the organization's future is one of the key and strategic decisions making for the organizations. In general, the purpose of succession planning is the preparation of talented individuals within the organization, to fill key, delicate and strategic jobs. Therefore, planning to build an integrated model to replace the old forces in any organization is inevitable. Therefore, in this paper we have tried to draw a comprehensive roadmap for the implementation of the succession planning as a roadmap for the survival of the organization, as well. A case study in this paper is the Iranian Gas Transmission Company, district 3 and with respect to the company's strategic importance to the country from different aspects affecting the sustainable growth, the development of roadmap for the future of this organization has been on the agenda.         In order to recognize and exploit opportunities successfully, enterpreneurs should understand techological environment, recognize driven forces and critical factors and understand the dynamic and real relationship among these factors. In this research which is an exploratory one, based on opportunity recognition litratures, new conceptual model of the influence of techological knowledge on innovation and opportunity recognition and exploitation process is introduced and examined. This model is developed based on other researches findings, evaluated based on industries experts as well as academic professionals and then examined using data collected from food industries companies. The results of analysis which is done using SPSS & PLS confirmed the justifiability of the model.         Abstract Innovation in today’s competitive world and changing environment, is necessary not only for the growth of organization, but also for their survival. IT companies need continuous innovation more than other companies ,because of high speed of change in this area and if not innovative, they immediately exclude from competitive IT industry. The key of innovation is in innovative behavior of staff. There are various factors which have impact on the innovative behavior. This study examines the effect of intuitive problem solving style on the experts’ innovative behavior and the moderator role of knowledge sharing behavior. The statistical society of this research is IT experts of companies which are members of computer trade organization of KhorasanRazavi. Three scales of algebraic problem solving , Mora knowledge sharing behavior and Johnson innovative behavior, a 5-choice Likert range(total 26 question) have been used for measuring the research variables. Cluster sampling was performed and sampling included 290 IT experts of KhorasanRazavi province. Pearson‘s correlation and hierarchical regression style is used for data analysis. This research suggested that intuitive problem solving style to generate idea, promotion and implementation of idea (dimensions of innovative behavior) have a significant and positive impact and also the relationship between intuitive problem solving style and innovative behavior moderates knowledge sharing behavior in three dimensions of generating idea, promoting idea and implementation of idea.         In recent years, the focus of many organizations is rapt to achieve superior performance as a competitive advantage, and managers are striving to encourage the organization in order to improve their performance. Due to this important issue, in this study the initially regarding the role of information in the effectiveness of supply chain strategies performance and also considering the role of supply chain strategies in improving supply chain performance and consequently the performance of the organization, the conceptual model was designed. The data needed to test the conceptual model by using standard questionnaires were collected which the content validity by experts and its reliability by calculating the Cronbach's alpha was approved. The questionnaire were distributed Between 135 members of the ceramic & tile industry executives in Yazd and the collected data were analyzed using structural equation modeling with LISREL software version 8.2.The results of the analysis of the data showed that the significant level between all the variables was greater than (1/96) which indicates that the relationship between them in the level of confidence (95%) is significant. In the today competitive environment, organizations try to imitate innovation from competitors, so innovation and continuous improvement is necessary for success of organizations, therefore strategic innovation is an important issue. Strategic innovation is about creation of new markets and leaps in customer value and reshaping the existing markets to achieve value improvements for customers.         This study is aimed at investigating the role of Organizational Culture in Manager’s Inclination toward Accepting the Green Production Technology. Using simple randomization of administerial and executive staff, a population of 115 Iranian casting industry experts, administrators, and managers in the year 2015 was selected for the present study. The size of the sample required in this study was 88 according to Cochran’s formula and, a sample of 90 members was examined investigated based on Krejcie and Morgan Table. The data were analyzed using structural equations. Attending to the non-normal distribution of the data as indicated by Kolmogorov-Smirnov test, a non-parametric test was used to analyze the relationships. Combined reliability, internal consistency, and internal validity of the model, as well as the predictive validity at construct level, were proved during data analysis. Positive values of the CV Com index were suggestive of the high quality of the model. Finally, the GOF index was found to be 0.723. Considering 0.1, 0.25, and 0.36, proposed as weak, moderate, and strong values for the GOF index respectively, the obtained value of 0.723 indicates the overall appropriateness and good practice of the model and stands in a strong point on a weak-strong continuum. Based on the findings of this study, organizational culture has a direct impact on the acceptance of the Green Production Technology. Manuscript profile

        Today, the increase in instability and turbulence in organizational environments has made organizations achieve certain levels of agile manufacturing to meet the needs of their customers in unpredictable conditions, as agile manufacturing is considered the major contributor to the success and survival of firms. However, many manufacturing firms do not pay much attention to such issues. This paper was mainly aimed at investigating the role of agile manufacturing in improving organizational productivity. To this end, a number of employees at Moghan Wire & Cable Company were selected as the study sample. The research was an applied cross-sectional survey. Simple random sampling was used to select 134 managers, specialists and employees familiar with agile manufacturing at Moghan Wire & Cable Company. After identifying productivity and agile manufacturing indicators, a questionnaire was designed. The questionnaire’s validity was confirmed by professors and a group of experts at Moghan Wire & Cable Company. Cronbach’s alpha was used to evaluate the questionnaire’s reliability. The questionnaire’s Cronbach’s alpha was 0.90. Descriptive and inferential statistics were applied to analyze the collected data and find the relationships between the variables. The analyses were performed using SPSS 20 and SmartPLS 2. The results showed that high levels of agile manufacturing had a significant influence on productivity at Moghan Wire & Cable Company.         This paper has aimed to identify and prioritize the indicators or factors of knowledge-based soft technologies in case study .Computer games industry is a subset of the creative industries, wich can be effective in accelerating the development of Resistance Economy.Because the creative industries don’t require material or machinery and they use mining mind so cann’t be sanctioned.This paper probes for a comprehensive conceptual framework with an exploratory study and comparative to identify the most important factors which form the background to achieve knowledge-based soft technologies factors and classification of factors on the basis of the characteristics of each component/factor variable within a Tri-Category conceptual framework.With combination of variables and generation of the three dimensions of context,structure,content,the conceptual framework of this study was developed.The proposed conceptual framework was developed with three rounds of Delphi method by collecting data of 22 experts,and model validation study was presented at the end.Base on the finding,48 indicators that affect on computer games industries were founded.So,14 indicators for contextual part ,20 indicators for structur part and 14 indicators for content part were identified.Also,analysis of expert option with Friman test,Showed that content factors(soft technology),the first and the top rated,structure factor(knowledge-based)and contextual factors (technological industry) were ranked second and third in priorities of panel members.         With increasing cost, complexity and speed of technological changes and global competition, to ensure that technological investment is consistent and aligned to present and future needs of the organization, industry and country has become the most important challenges for policy makers and managers. So, technology management and innovation through a structured and flexible approach such as TRM is necessary. However Road mapping projects implementation and use of its advantages is impossible without identifying and prioritizing of success factors of technology road mapping. The aim of this work is using interpretive structural modeling technique to analyze the affecting factors on the success of technology road mapping. This helps improving technology road mapping process and identifying appropriate organizational policies. For this purpose, we firstly focus on literature review to extraction of technology road mapping success factors. Then, interpretive structural modeling technique is used for revealing the relation between those factors. For data gathering, 17 questionnaires are distributed among people with executive background or related working experience. The results show that the effective factors were classified in four levels. the most influencing factors are related to "commitment and support of management", "financial support" and "access to data, information and required knowledge", " appropriate participation of people ", "proper facilator" and " Accepting roadmapping ".         Decentralization with the concept of transferring or resigning the power and decisions authorities from power centers and associated organizations has political, economical, cultural, and social dimensions. One of the most strategic approaches to decrease the problems of Tehran as a centralized capital city is decentralization. In fact, decentralization not only leads to progress, growth, and social development for other cities of the country, but also enhances the capital administration. In this research we discuss that information technology management can lead to decentralization of Tehran with the minimum challenges and costs. Also, it can help the capital administration. Hence, in this paper, with interdisciplinary approach we first investigate the attractions of Tehran, and then apply an analytical hierarchy process (AHP) method to rank the attractions. Finally, we highlight the factors which can reduce the number of visits to Tehran by developing information technology. In fact, we propose the use of information technology to provide these attractions available in the other cities. Pairwise comparisons of attribute preferences are determined by experts from public and private organizations. The research findings shows that information technology not only has a significant effect on traffic reduction and optimum administration of Tehran city but also cause a much fare assignment of Tehran facilities to the other cities in the country.         Performance of Innovation system is one of the most important segments of planning in every country which is needed for economic and social prosperity, security and welfare. But the lack of achievement to scientific purposes in Iran indicates that there are many challenges toward innovation system and its progress. In the other word, it is necessary for improving national innovation system to be affected by consistent and clear policies. It means that a kind of policies is needed which can define the contribution of each players in the innovation system and the rate of their participation. Achieving to this goal, makes us to use a scale for measuring the policies and let us to evaluate and identify the pros and cones. Also, this approach toward the innovation system makes it better than the past and helps us to create more functional and strategic policies in the future. For this goal, we study a wide theoretic framework and 16 previous studies to suppose a functional scale consist of five levels named: Management and policy making, Knowledge creation and accumulation, Knowledge diffusion, Knowledge exploitation and Infrastructure. The results show that there are 159 weaknesses and shortcomings in innovation system according to the opinion of experts.         The concept of indigenous technology and localization of technology, have been discussed in various circles, especially at the scientific and technological communities of developing countries. When these words are expressed, most minds are focused on the traditional industry. But in matters relating to technology transfer process and the need to consciously deal with imported technology, the concept of these words refer to the creation of structure and context for understanding and discovering of technical knowledge of imported technology and in fact, confirm the realization of a process that includes learning, absorption, reformation, compliance, internal development and big and small changes, and finally, the mastery of imported technology, innovation and its dissemination. While the mechanism of innovation in industrialized countries was well understood, but the process of localization and technology transfer that is considered as the main mechanisms of industrial development in developing countries, is still not clear.The statistical population of the study consisted of 40 managers, specialists and experts in the petrochemical industry, which has been selected by purposive sampling. In the current study, factors affecting localization of technology were extracted based on research literature and researchers studies in this field and successful experiences at academic center for education culture and research of Iran University of Science and Technology, Medical equipment manufacturing industry, Deffence industry, and Tajrobeh Nour Turbine Company as pertinent organizations involved in the issue. Methods used in deriving these factors are semi-structured interviews with experts in the petrochemical industry and validation method in the qualitative research. Quantitative techniques used in this research are: Fuzzy Analytical Network Process (FANP) to rank the criteria and sub-criteria, Fuzzy DEMATEL to determine the internal relationship between criteria and Fuzzy TOPSIS to prioritize models.         Health care services are of the most important operations which are usually done inside teams. This paper aims at identifying and ranking the hospital teams' productivity indices. For this purpose, the effective factors that influence hospital teams' productivity have been identified through literature study as well as experts survey. These factors then have been reduced to 34 criteria using a screening approach and then categorized into 9 main groups. Internal relations among the factors have been examined using statistical tests. We proposed a new ANP-BWM approach combining the analytical network process (ANP) and best-worst method (BWM) to rank the factors. The proposed ranking approach can significantly reduce the number of pairwise comparisons in ANP method. Finally, in the case of Sadjad hospital, 12 nursing teams have been selected and investigated. Results show that “the quality of services” has the most and “the permanent employment” has the least impact on nursing teams’ productivity. Manuscript profile

        The main objective of this research is to develop a performance measurement system for a desired urban transportation system based on its values, mission, and vision. Based on investigating of different performance evaluation models, the performance measurement system was designed through Balanced Scorecard (BSC). Prioritization of Balanced Scorecard perspectives and indicators was also conducted using Analysis Network Process (ANP) and questionnaires collected from the expert team. Nominal group technique was used by the expert’s team to determine and confirm the results.         Different dimensions of tourism and its relations with religious is an important issue in state management and religious stability planning. According to the important of recognizing correlation between different types of tourism with economy, the paper has studied the tendency of managers to modern, local and religious tourism. In fact, the paper is measured the quantity of managers tourism tendencies. A researcher-made questionnaire was used to collect information. The results showed that the relationship between all independent variables of research with the dimensions of collective tourism (religious, local/Eco-Tourism and modern) was significant. Among the variables, the value tendency system with a coefficient of 0.13 and religiosity with a regression coefficient of 0.255 are the most effective variables on religious tourism. The results also show that the variables of language and dialect with an effect level of 183/0, education with a coefficient of 142 religiosity with a coefficient of 0.41 are the most effective variables on local tourism. In the case of modern tourism, the variables of the value tendency system with the effect of 0.136, and religiosity with the coefficient of regression of -0.176 are the most effective variables on modern tourism.         Regarding the importance of CoPS in providing the organization with technological capability and the differences existing between these systems and mass products, it is essential to develop a model to collaborate on CoPS R&D. Exploitation of the capabilities of the network of collaborators is a desirable option due to inability of the organization in providing the resources comprising finance, human, facilities and expertise. Reviewing the literature on CoPS and technological collaboration incorporating the kind and motivations of collaborators and organizational forms of collaboration and interviewing 18 experts of the organization, a model was developed based on TRL approach and fuzzy cognitive mapping tool. Considering the model developed, the steps of project is classified into 3 categories: Green(able to be collaborated in network), Yellow (able to be collaborated on condition) and red (unable to be collaborated). The role of the members of the network and the strategy of collaborating with them is specified as follows: R&D contract with universities and consulting agents, Educational acquisition with faculty members, outsourcing the projects intended as military service compensation, and R&D contract or research funding with knowledge-based institutions. The employer brand is a long-term strategy to attract, retain and develop human resources that can be an important factor affecting labor productivity. Research has also shown that one of the factors affecting the productivity of human resources is talent management. The present study has investigated the influence of the employer brand on the human resources productivity as well as the mediating role of talent management in influencing human resources productivity by employer brand. Implementation of the outcomes of this study will provide an increase in labor productivity. The study population includes the elite employees of a defense organization. This study was conducted on a sample of 45 members of staff; the purposive sampling was used in this regard.         Public spending is a necessary requirement in every state for doing its tasks in the areas of education, health, security, and defense. How to spend on these expenditures can, directly and indirectly, impact the productivity of human resource. This paper seeks to examine the proportion of these expenditures together and their impact on the productivity of human resource. This study was conducted during the period 1990 to 2015 and the generalized least squares and Granger causality method was used to investigate the effect of public expenditure. The results of the causality test showed that there is a one-way causal relationship between educational expenditures and health expenditures and there is no causal relationship between military expenditures and human resource productivity. On the other hand, the results of the model's estimation indicate that the health and military expenditures don't effect on human resource productivity, which indicates the health expenditures are not properly spent by the government and military expenditures don't have the role of complementary or competing for two other components of public expenditure. Industrial companies, in spite of certain advantages in the resources, experience and market knowledge, need to use advanced technology to increase their competitive advantages. Yet very little research has explained how incumbents collaborate with new nanotechnology based firms in order to develop new nano products. The study focuses on longitudinal six-year case studies of five collaborations between incumbents and new nanotechnology based firms. The contribution of this research is available in three parts. First, the benefit of incumbents from the nanotechnology requires a long-term extensive and interactive process, based on the synergy of technological capabilities of the new nanotechnology firms and the incumbents’ resources and capabilities. Second, the incumbents must have flexibility in their structures and collaboration’s strategies. Third, the role of the incumbents changes from a "technology taker" at the start of the collaboration to "new product development mentor" and then becomes a high-tech product / service buyer after clarifying the dimensions of technology and product innovation. Research model has been proposed based on the extended literature, the situation of high-tech industry, and experts' views. Accordingly, the purpose of this study was to predict the growth of small and medium enterprises with the combination of neural network and meta-heuristic algorithms. The purpose of this research was applied and based on the method of doing descriptive-modeling work. Statistical population of this research was all small and medium enterprises of Zanjan province. Statistical sample size According to the growth of companies, 158 companies has been designated. In order to collect data in this study, interviews, questionnaires and documents of companies have been used. Validity and reliability of the questionnaire were verified and and using Cronbach's alpha coefficient. In order to analyze the research data using confirmatory factor analysis methods, the neural network of multilayer perceptron, neural network combined with genetic algorithm and neural network combined with particle swarm algorithm have been used. The results show that all three methods are able to predict the growth of the company. Among these three methods, the best predictive method for growth of the company is the neural network combined with the particle swarm algorithm with the least error rate compared to the other two methods. In fact, the intellectual capital and human resources of the organization are one of the richest resources, which can bring growth and development for organization with the power of their thinking and innovation. One of the factors, which can motivate employees to motivate, is providing psychological well-being and comfort for human resources by organizations. Thus, the objective of this study is to evaluate the employees' psychological well-being and its effect on motivating the employees to innovate. The present study is an applied research in terms of the objective and correlational type of descriptive-survey research in terms of data collection method. The research population included petrochemical companies operating in Bushehr province. Sampling was used due to large size of the research population. Data were collected using questionnaire. The validity of the data collection tool was confirmed through content validity and its reliability was confirmed using Cronbach's alpha method. The research questionnaire was provided to 315 employees of the petrochemical companies of Bushehr province. The structural equation method was used for analyzing the data in this study. The results of this study revealed a positive and significant effect on all of the six dimensions of psychological well-being such as autonomy, self-esteem, environmental domination, personal growth, having goal life, and positive relationships with others on motivating the employees to innovate. How to select and optimize of portfolio is very important. One of the most important points that should be considered in the proposed approach for portfolio selection, is uncertainty. Because, one of the most important features of financial markets is their uncertainty. Thus, the purpose of this study is to present a bi-objective model for portfolio selection that is capable to be used under uncertainty of financial data and for this purpose, a robust optimization approach has been used. It should be noted that return and conditional value at risk (CVaR) are considered as model objectives, and the constraints of the number of shares and the purchasing volume of each share have been added to the model. Also, due to the complexity of the proposed model, a NSGA-II meta-heuristic algorithm has been used to solve the suggested model of research. Finally, the presented model was solved by using the actual data of 200 stocks of Tehran stock market for the period of 2017 and the results were analyzed. Hence the availability of indigenous operating system technology in the country can increase economic stability, employment and information security. Some countries, such as Turkey, China, Canada and the United States, have operating system experience. In this paper, the evaluation of the attractiveness and capability of the native operating system technology of Iran will be evaluate from the perspective of the functions of the innovative technology system in its implementation experience. First, the status of the native operating system is reviewed. The criteria's for determining the attractiveness and capabilities of the native operating system are extracted from the literature review and measured by the questionnaire tool and the opinion of the experts. Then, the effect of the functions of the native operating system technology innovation system on the attractiveness and capability created by the Delphi method is investigated. The results showed that the native operating system has a moderate appetite, but has below average capability. However, organisations should assesment all aspect of technology transfere before do it for their own organisation. In this research, the factors affecting the acceptance of the Information Technology (IT) in health section is studied. For this, establishment the Hospital Resource Planning (HRP) in governmental hospitals of the Semnan is considered as case study and to investigate the relationship between effective factors, a survey research has been used. The research population consists of 600 qualified personnel of govermental hospitals in semnam state. Sample size was obtained 147 based on kochran method. Therefore, 200 number of questionnaires include 7 dimensons based on Vakentash model were distributed via simple random sampling. 150 perfect questionnaire were gathered and data were analysed using SPSS and smart PLS 3. Results in 95% confidence interval show that lubrication of hospital proccesses is affect on both of perceived usefulness and using tendency of Hospital Resource Planning (HRP) systems. In addition, organizational facilitators can cause in increasing perceived easly using of this system. Finally, the security of hospital resource planning systems will increase the willingness of employees to use it. The results of this study provide a native model of technology acceptance in the field of health care. Hence, identifying fundamental performance indicators for investing in technology development is important. The purpose of this study is to achieve quantitative and qualitative analysis of key indicators together in the correct decision-making path for investment in technology development. In this research, the criteria for success with the new approach in terms of plan, project and portfolio differences are identified, categorized and their significance is measured by a questionnaire. In the following, the relationships between the criteria with two qualitative and quantitative approaches were determined and analyzed using interpretive structural modeling and DEMATEL technique using the opinions of industrial and academic experts in two separate groups. In the current competitive environment, countries in the world are seeking to improve their competitiveness, and one of the key questions in promoting competitiveness is the role of innovation and the business environment in enhancing competitiveness. In this research, to answer the above question, the countries of the world, based on the Global Competitiveness Report- between 2013 and 2018 and using clustering technique were split into four different levels of competitiveness, then using the PLS , the role of the relationship between innovation and the business environment in enhancing global competitiveness was analyzed at four levels of competitiveness. Based on the results of the research, the role of innovation in promoting competitiveness was not proven in countries with low level of competitiveness, but it was proved in three levels of competitiveness.         Due to the complexity of science, technology and innovation system, policymakers and decision-makers are concerned by designing a comprehensive model for policy making in this field. Therefore, it is essential to understand and extract relationships of science, technology and innovation policy indices. The purpose of this research is to identify and establish the link between indices in the form of regional innovation system. For this purpose, in the first step, using the review of the literature of research as well as the use of experts' opinions, the most important dimensions of the model of policymaking of science, technology and innovation were identified. Then, in the next step, interpretive structural modeling technique was used to communicate and sequence between the main dimensions and presenting the relational model. According to the results, 56 indicators in eight main dimensions were ranked in five levels. This is due to the emergence of technologies and infrastructures and businesses that challenge the business models of traditional players. Hence, the actors have begun their work with a different look at the innovation strategy of the new decade. On the other hand, industry activists have considered strategic alliances as one of the most important organizational forms in modern society in recent years. The purpose of this study is to help the managers by identifying the factors influencing the selection of strategic partners and, in particular, the factors based on the innovation strategy, through first analysis of more than 1,400 scientific researches and second customizing factors with the fuzzy Delphi technique.         The present research aims at designing a comprehensive personal productivity assessment model for the personnel in the banking industry, which has been conducted with a combined (qualitative-quantitative) method. Objective sampling method has been employed for the research where a number of university elite and experts as well as managers of the banking industry were elected as samples. Semi-organized interviews and closed-ended questions were used as the first and second stages of data collection. The method of analysis in the qualitative section was inductive thematic analysis and in the quantitative section was structural equations modeling, and the results of the research in the qualitative section is indicative of identifying 377 meaningful concepts or propositions resulting from 110 interview texts; however, taking into account the notion of concentration, the meaningful concepts and propositions were reduced to 137 primary themes. Further on, 15 subsidiary themes and 3 levels of main themes were identified. For the quantitative section, a structural pattern was presented for the correlation among the components which depicted that from among the 15 components constituting the personal productivity of the personnel in the banking industry, the highest ratio belongs to social intelligence with the value of 0.82 and the lowest ratio goes for professional competency wit the value of 0.49 Manuscript profile

        The purpose of this research is to identify the key components of innovation culture derived from expert experiences and literature review. The presentation of a conceptual model based on path analysis is based on the exploratory blend of model design. This research was carried out in a mixed way. In qualitative section, the method of grounded theories was used. After performing the research with a qualitative approach, we extracted 111 indexes with a comprehensive interview and the exploratory factor analysis method was used to reduce the number of variables affecting the innovative culture and the formation of a new structure based on the correlation between the variables. Finally, the path analysis was used to determine the direct and indirect effects on innovation culture were used. The number of questionnaires collected was 140, which was collected randomly from the directors and experts of the dairy industry of Mazandaran province. The results show that there is a positive and significant effect between the variables of supportive mechanism, leadership, technology, potential absorption capacity, organizational change and strategy and infrastructure necessary for innovation on innovation culture. The results also support the positive and significant impact of innovation culture on organizational ambidexterity, the acquisition of sustainable competitive advantage, and the implementation of innovation. Thus, those are the main factors in the development of the banking network and improving the competitive advantage and performance of banks. Therefore, the aim’ paper is to model marketing and technological innovation variables based on the performance of the macroeconomic to explain their innovation functions in the country's banking network. To achieve this aim, by constructing a main hypothesis and four sub-hypotheses, the structural interaction of technological innovation behaviors and marketing innovation of ten selected banks on the macroeconomic performance of the country during the period 2009 to 2018 investigated. This research type is applied one in terms of purpose and in terms of nature, type of data and their collection method, is a causal based on econometrics techniques and analytical descriptive by regarding generalized system torque technique. In this study, the variables of economic growth and total value of exports, dependent variables and variables of technological innovation and marketing innovation of the banking network evaluated with the role of explaining economic performance. According to the research results, technological innovation with a positive effect of 0.09% and the variable of marketing innovation with a positive effect of 0.54% increase economic growth, as well as technological innovation with a positive effect of 0.08% and marketing innovation with a positive effect of 0.07%. Total exports have increased in the banking network. Therefore, technological innovation and marketing innovation have had a significant effect on economic growth and the value of the country's total exports. Therefore, in recent ‎years, ‎public higher education in Iran has shifted from budgeting based on input indicators ‎to ‎performance-based funding‏.‏‎ This model, which has become widespread in the world in the ‎last ‎decade, has requirements and presuppositions and may face obstacles in its implementation‏;‏‎ ‎So ‎the main issue of this study is to identify and explain performance-based requirements ‎and ‎obstacles at the Iranian state University to principal-agent theory‏.‏‎ A qualitative approach ‎based ‎on grounded theory was used‏.‏‎ Participants were selected based on the network method ‎‎(snowball) ‎from two networks of senior policymakers and operators‏.‏‎ Among the internal policymakers, semi-‎structured individuals have been conducted with10 managers of universities, the ‎Ministry of ‎Science, Research and Technology (ATF). Also among the effective external policymakers, Depth ‎interviews were conducted with 9 cases from the Ministry of Economic Affairs ‎and Finance and ‎the Management and Planning Organization, financial managers and faculty ‎members specializing ‎in budgeting. the constant presence of the researcher in the field of activity ‎continued until the ‎theoretical saturation‏.‏‎ Data from interviews were analyzed with qualitative content ‎analysis and ‎coding method of Strauss and Corbin (2006) and validity of researchers findings ‎compared by the ‎expert‏.‏‎ The results showed that to implement the performance-based ‎approach, the government and ‎the university must provide requirements at three levels: macro levels ‎‎(government), micro level ‎‎(university), and inter-organizational level(government-university interaction) ‎and remove ‎obstacles‏.‏‎ The most important requirements at the government level were the ‎expansion of the ‎authority and freedom of universities and the involvement of senior managers ‎and elites of public ‎universities in the design and implementation phase of this model.         Regarding the full-scale economic warfare against the Islamic Republic of Iran and, consequently, the threat of multiple impacts on Iranian organizations, the general policies of resistive economy should be considered as a road map for Confronting crises and economic capability of organizations. Therefore, the attention and focus of this research is on designing a model for assessing the extent to which general policies of resistive economy are realized at the level of government production organizations. In addition to evaluating the performance of a production organization in order to meet the requirements of a resilient economy and identify the status quo, the model can be used to strategically select programs and improvement projects to meet the requirements, based on performance gaps and the pattern of relationships between function and conductor criteria in order to achieve requirements of resistance economics. In this research, the data were collected through reviewing and studying library resources, documents, and using the focus group technique as a complementary method, the method of analysis of the subject was used and the base codes, sub-criteria (basic themes), and the criteria for the model (organizing content) were specified. In the following, using the Structural-Interpretative Modeling (ISM) approach, the main criteria identified were addressed to 25 members of the statistical population in the form of a questionnaire and based on which relations between the criteria and severity of influence or dependence of each criterion were determined. So, success in the world today is obviously dependent on utilizing technology. Technology transfer is just one of the fields in implementation of technology management, which requires a broad and delicate vision. For this very reason, this research deals with recognizing and ranking the parameters influential in technology transfer in the automotive battery industry, to reach manufacturing world class. In the first part, effective indexes in assessing technology transfer methods in the automotive battery industry section were recognized and within the second part, Weighting coefficients related to any individual index were calculated through implementing fuzzy step-wise weight assessment ratio analysis (SWARA) decision-making method and then, in order to implement the proposed model, the methods of technology transfer were evaluated and their final prioritization was calculated utilizing the combined method of GRA-VIKOR relation analysis under the fuzzy environment .According to the results of the fuzzy step-wise weight assessment ratio analysis (SWARA) method, three influential factors in evaluation of technology transfer methods in the automotive battery industry were introduced as “he management style development”, “the strategic consequences” and “the cost effectiveness”. Finally, based on the results of the proposed method, the transfer method of “joint investment” was recognized as the most suitable technique for technology transfer in this industry, and through this method, all the managers and policy-makers can focus all theiractivities based on this system.         Innovation is the key to economic development; Therefore, consideration of processes and policies that support innovation should be considered. The purpose of this study is to investigate innovative policies, attitudes and behaviors, considering the changes in the market and technology in knowledge-based companies, technology and growth centers. The research is applied in terms of purpose, descriptive-survey in terms of nature and method. To test the hypotheses, a 78-item questionnaire according to the 5-point Likert scale was used. The statistical population of the study is 600 people employed in more than 180 knowledge-based companies, technology and service growth centers located in the Science and Technology Park of Hamadan province. The sample size is 234 people who have been selected based on Krejcie and Morgan table and one questionnaire has been analyzed from each company. Using Spss software, Cronbach's alpha coefficient was calculated and confirmatory factor analysis was used to evaluate the validity of the structure using Lisrel software. In order to analyze the findings, the path analysis model was used and for the analysis of the mediating variable, the Sobel test was used and for the analysis of the moderator variable, the modified multiple regression test method was used. The results showed that the values supporting innovation, innovative behaviors and innovation norms can have a direct and indirect positive and significant effect on the agility and performance of the company. The results of the mustard test and the adjusted multiple regression test (moderator) indicated that the company's agility plays the role of the mediator variable and technology and market turbulence the role of the moderator variable in the relationship between other variables.         Given the ambiguity and uncertainty in the nature of nanotechnology, its commercialization requires the development of an appropriate regulatory system, and the prerequisite for implementation of such a framework is technology standardization. Therefore, the purpose of this study is to provide a model for standardization of nanotechnology and explain the theoretical theorems. This research is an applied research that has been done with a qualitative approach based on grounded theory. The statistical population of this study is experts at the macro and firm levels and purposeful sampling has been used. The collected qualitative data were analyzed using MAXQDA18 software and the final model was extracted. Based on the analyzes performed, in the axial and selective coding stages, 45 codes and 6 categories were identified, including drivers, nanotechnology standardization, mechanisms, prerequisites, surrounding conditions and barriers, and results. The resulting theory shows that standardization of nanotechnology leads to increasing market share and production volume and demand, branding, increasing quality and safety, creating wealth and economic advantage, pioneering in nanotechnology, gaining public trust, reducing risk and technology uncertainty, diffusion of innovation. To achieve these results are emphasized on strategies including, standardization diplomacy, attracting private sector participation, developing corporate standardization, improving and evaluating the national nanotechnology standardization system, enforcing some standards, export-oriented nanotechnology standardization policies, standardization in the technology life cycle, development of nanometrology laboratories, research and development in nanotechnology standardization, proper government policy, and product quality control and quality assurance. The combination of virtual and real world has created a concept named as Industry 4.0. Nowadays, the application of Industry 4.0 in different scopes is expanding; applying it there requires setting a roadmap. This research aims to propose a learning-based roadmap for the application of industry 4.0 (especially the Internet of Things) in the sale and distribution of healthcare products. Here, there has been used the learning-based roadmapping method, the process of which is explained in eight steps. Two groups of a distinct expert panel including the business industry and technology industry contributed to this research; the Delphi method has been used to guarantee the convergence.         Innovation plays an important role in the banking industry, which is very competitive. In addition to their social responsibility obligations, banks are responsible for maximizing profitability and increasing shareholder wealth, and the only way for banks to achieve this desired result is through innovation. Therefore, the purpose of this study was to test the conceptual model of factors affecting the development of service innovation in the banking industry. This research has been based on an applied-developmental goal. In this research, in the first stage, using structural-interpretive modeling, the conceptual model of factors affecting the development of service innovation in the banking industry has been developed and in the next stage, using the path-structural modeling, the developed model has been tested. To collect the data, two researcher-made questionnaires were used, which were distributed among the members of the statistical sample after determining their validity and reliability. The statistical population in the model development section, experts familiar with the subject and in the model testing section, all managers, heads of branches and their deputies in Bank Mellat have been. Accordingly, 13 experts and 108 managers, heads of departments and deputies participated in two parts of the study as a statistical sample. Findings while showing different relationships between the dimensions of service innovation development in the banking industry, show that the process of new service development is the most influential factor and the organization and management are the most influential factor in the development of bank service innovation. Increasing development of this type of marketing highlights the necessity for this alignment and synergy. This study aims to identify the factors of e-marketing of commercial organizations that strengthen this type of alignment. The statistical population of this study includes Iranian companies which are active in the field of digital marketing and have received the Enemad. The number of samples was determined via a random sampling method and using the Morgan table as 384 samples. The research data were collected through questionnaires that were provided to managers and e-marketing and planning experts in these companies by e-mail and Google Form. Questionnaire items were designed in two sections: the first one examined the alignment factors in the company, and the second one surveyed the results of its performance through a balanced scorecard. Replied questionnaire analysis was performed using SPSS and Lisrel software. The research method in this study is quantitative and survey. Using the SEM method, a conceptual model for e-marketing alignment and grand strategies of commercial organizations has presented.         Resistance economy as an economic strategy to face the dependent economy and in response to the arrogant global sanctions against Iran, has been emphasized by the Supreme Leader. Resistance economy seeks to reduce vulnerability to external threats, prevent crises, and review current inefficient economic structures and systems. In the resistance economy, the effort is to reduce dependencies and make maximum use of the advantages of domestic production. Therefore, it is necessary to redesign the business models of Iranian enterprises based on this approach. In this regard, this research has compiled and explained the conceptual framework, dimensions and components of the business model based on the resistance economy approach. The approach of this qualitative research and the research method is meta-synthesis, which follows the seven-stage model of Sandelowski. In the first step, the Supreme Leader's statements regarding the resistance economy, as well as articles and research collections on the concepts of resilience and business models were carefully collected and studied. Then, the conceptual framework of business was identified with the resistance economy approach. In the following, the influencing factors on the design of the business model with the resistance economy approach were identified. For this purpose, 32 studies that were directly related to the research subject were selected and analyzed through MAXQDA software, and 169 codes were identified. In the next step, after categorizing the similar codes, finally 34 code titles were selected in the form of 9 topics and presented in the framework of the conceptual model of the research. The innovation and diffusion of innovation culture is one of the most important ways to achieve it. In present research, we have attempted to model and explain the direct effect and indirect effects of factors influencing innovation culture, organizational ambidexterity and gaining competitive advantage. Methodology: The present study is a developmental and, in terms of approach, a mixture of both qualitative and quantitative. The data gathering tool was interviewed by experts and a questionnaire. Data analysis is a structural equation modeling technique using Spss and Smartpls software. The number of collected questionnaires was 140, which was collected from the managers of the dairy industry of Mazandaran province by stratified random sampling. Conclusion: The results show that there is a positive and significant effect between the variables of supportive mechanism, leadership, technology, potential absorption capacity, organizational ambidexterity and strategy, on innovation culture. The results also show the positive and significant impact of innovation culture on organizational Ambidexterity, gaining sustainable competitive advantage and implementing innovation. The potential absorption potential has a positive and significant effect on organizational ambidexterity, and also potential absorption capacity through technology and organizational change has a positive and significant effect on organizational Ambidexterity. Within this framework, at a higher level, connections have broadened, and more importantly, these connections are comprehended. The present article delves into assessing the status of this innovative technology in two neighboring countries. This study serves as an excellent example for decision-makers and leaders to propel Iran towards a higher level of sustainable development. Meanwhile, Dubai, one of the seven Emirates of the United Arab Emirates, by installing smart infrastructures, employing the unified DubaiNow application for all services (governmental and urban), and establishing a smart city, stands as the sole country among its neighbors to have successfully executed the Internet of Everything. The Internet of Everything has transformed Dubai into a significant economic hub in the region and globally. Conversely, although the Internet of Everything technology has not yet proliferated in Turkey, the foundations, technology, and key concepts have been well-established in the country. This technology, with its specific capabilities across various domains, from smart agriculture and livestock farming to urban traffic management, smart airports, and asset monitoring, has facilitated substantial improvements in infrastructures and services provided in Turkey. The examination results indicate that the orientations of these two countries toward achieving the prospects of this significant transformation have led to increased revenues, reduced operational costs, heightened productivity across various sectors, and positioning them on the path of sustainable development.
